Groups are redrawn every window. A kingdom that was in group 6 last time can be in group 7 this time, so last window's answer is not this window's answer.

What each phase actually lets you do
The publisher's own description of the three phases, quoted in full. The durations — 3 days, 2 days, 2 days — come from the publisher's 2025-11-07 web post; the phase instants on this page are computed from the window's start date plus those durations, not stored separately.
Phase I: Pre-Transfer — The King has the power to nominate a Transfer Power Cap threshold for transferring into a Kingdom. If there is no King in the Kingdom, the duty shall be performed by the Governor who most recently held kingship.

Phase II: Invitational Transfer — Kings may issue Ordinary and Special Invites to ask Governors of other Kingdoms to join early. The Transfer Power Cap cannot be changed once this phase has started.

Phase III: Transfer Opens — Governors are free to transfer anywhere provided they meet a Kingdom's designated Power Cap. Governors who exceed the Power Cap are required to apply for a Special Invite from the King of the target Kingdom. Once approved, they can then enter the Kingdom.

The number that decides whether your alliance fits
A kingdom cannot absorb an alliance in one window, and the reason is a published limit:
Ordinary kingdoms take 55 per window — 35 through the King's Ordinary Invites, 20 open in Phase III.
Leading kingdoms take 30 — 20 Ordinary Invites, 10 open in Phase III. Leading kingdoms cannot issue Special Invites at all.
The open slots are first come, first served. An alliance of 60 does not land intact in one window; it lands across two, or it splits.
Ordinary Kingdoms have a transfer cap of 55, of which 35 are Ordinary Invites and 20 are available during "Transfer Opens". Leading Kingdoms have a transfer cap of 30, of which 20 are Ordinary Invites and 10 are available during "Transfer Opens".

The 1st of the month: one Special Invite comes back
A Special Invite is the only door for a Governor whose power is over a kingdom's cap — which is where the biggest accounts live. There are never more than three per kingdom, they are spent when issued, and they return one per calendar month.
Special Invites: Only issued to Governors who exceed a Kingdom's Power Cap. Each Kingdom initially has access to 3 Special Transfer Invites, with 1 spent Invite restored on the 1st of each month (UTC 00:00). The max Special Invites that can be issued is 3.

Ordinary kingdoms only. Leading kingdoms hold none.
They cannot be stockpiled — three is the ceiling as well as the starting number.
A Special Invite sends in-game mail; an Ordinary Invite does not. So a Special Invite is a claim the invitee can check in their own mailbox, and an Ordinary Invite can only be seen in the transfer screen.
Invites cannot be withdrawn, and the invitee pays their own Transfer Passes.
Window history, and how far the kingdom list has run
Every window on record, with the number of transfer groups it was divided into. The chart plots the highest kingdom number each window covered, where that was recorded — the game has grown from a few hundred kingdoms to roughly two thousand, and the group count has grown with it.
